On June 21, 2017 President Uhuru Kenyatta signed a law on free sanitary towels for schoolgirls which:

• Which also compels the government to provide a safe and environmentally sound mechanism for disposal of the sanitary towels.
• The Basic Education Amendment Act places the responsibility of providing free, sufficient and quality sanitary towels on the government in order to reduce the number of girls missing school during their menstrual cycle.

What is the teeth of this law? What will be the implications on Actual Costs to both tax payers and school boards? What will happen if every school girl did get a complete yearly supply of disposable sanitary pads? ... Where does all the waste go of almost 3 million menstruating girls?
